Here's the area where you mention important people in your character's life that aren't the main characters in the game- friends, family, and anyone else who wouldn't be played by other players. This is the part that I tend to skimp on. ^_^; Yes, it's my app weakness. But, then again, it's not usually that big of a deal. Still, there's stuff you need to put here, and stuff you want to look out for.
Give the NPCs' names, relation to the character, and a few sentences detailing their appearance and personality. If certain NPCs are going to make a bigger impact on the story somehow, you may want to give more information on them. Similarly, if some NPCs are less likely to show up, you can probably get away with giving just a small bit of info, as long as you explain why you're skimping on them.
Be careful with NPCs- you don't want to have so many that the game goes from being a story about all the player characters to a story just about your character and her friends/family. About five or six major NPCs (ones that are likely to appear in every story) total is the maximum you should go for.
First of all, there's the family issue. Your character does have a family (unless she's a god that took human form, as found in Polemos ek Theos, or something in that vein) and so they should be listed. Just to get through to everyone, I'll repeat what I said in the section on History: most of the time, unless there's a very good reason for it, dead parents are a BAD IDEA.
After the family part, you get to detail friends. (You can list them before the family, if you like- I usually go by family first.) If your character is a member/leader of a huge clique, do NOT give major information and details about every single member. In fact, you should probably avoid even naming all but the most important members.
Like I said before, give details on only the most important friends- the best friend since third grade, the guy/girl your character's had a crush on forever, et cetera- not the science lab partner she only hangs out with in class or the nerd she copies notes from and then pretends doesn't exist.
You can also list other people- employers, therapists, teachers, etc.- here, if they're likely to play a big part in the story.
